Swedish Association of Local Authorities and Regions raises awareness and brings together public institutions and organizations to reduce the percentage of early school leaving.
Early school leaving is not only a social but also an economic challenge. Youngsters who do not complete secondary education risk to become NEET – young people who are not in education, employment or training. According to the latest report by the OECD, the average percentage of NEETs is 10.9%. Costs of NEET in percentage of GDP constitute 0.62 in the Baltic Sea Region (Society at a Glance, 2016). Thus several questions arise:
Flagship invites private and public institutions and organizations to develop initiatives and projects, and to strengthen collaboration. It initiates and supports actions that decrease early school leaving, and develop integrative measures for young people in NEET situation and newly arrived refugees in the Baltic Sea Region. A strong emphasis, in particular, is on initiatives that provide holistic measures to ease school to work transition and to increase employability of young people.
